Recent amendments to Regulation E (the Prepaid Rule), which will take effect on April 1, 2019, expanded the scope of the regulation to cover electronic fund transfers to and from a newly defined category of “prepaid accounts.” The Prepaid Rule not only provides new protections for accounts traditionally thought of as “prepaid,” but also covers certain digital and mobile wallets and related PtoP services.
